It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Purpure, a plough Argent at dexter and a hammer Argent at sinister, in base an anvil Or, in chief a tower Or with port Sable and windows Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SANTA BÁRBARA - ANGRA DO HEROÍSMO".
The tower is an attribute of Sta. Barbara, the local patron saint. Anvil and hammer are probably alluding to skilled crafts, like blacksmiths, the plough to agriculture.

Santa Bárbara Commune is one of the 19 communes of the Angra do Heroísmo municipality (q.v.); it had 1274 inhabitants in 2011 and covers 16.4 km².
