Unidentified Lebanese Sports Flag

An article in As-Safir newspaper (machine-translated):

"The President of the Lebanese Athletic Abdullah Shihab, the Ministry of Youth and Sports, the Lebanese Olympic Committee to help his federation, said that the Russian sent Jean-Claude bond and the Guesser and Greta Tslakian to Singapore for three months of training under the supervision of coach Ralph Mcbhani. Shihab's statement came during a press conference held at the headquarters of the club Lebanese Automobile and Tourism spoke of the completion bond hero who won the gold medal of Lebanon in the high jump competition at the 14th Asian sports"
I don't know whether the flag in the photo is that of the Ministry of Youth and Sports or of the Lebanese Athletic (Society?) All that can be seen is that it contains a red/green seal with Myron's famous statue of the discus thrower.

The extensive photo galleries at the site of the Lebanese presidency are full of interesting items, including this UFE at the "Independence Marathon Runners" photo op: white starter's flag with some kind of blue charge?
